let's start with a quick first look at the whether with our meteorologist lisa argen. >> good morning, everyone. from our hd emeryville camera, we have some clouds around but they really aren't allowing any insulation this morning it so we have temperatures in the mid-30s in the north bay valleys. skies are mostly cloudy so we aren't looking at as much fog this morning. the wind shift will allow us to warm up today. we will see numbers warmer than yesterday. we will be in the mid-to upper 60s, above the advantage. tonight with a few clouds around we will keep the fog out of the bay. temperatures will be slightly up tonight and we are on our way to a couple of warmer averages. i'll tell you when the rain is coming pack all coming up. carolyn. >> thank you, lisa. a famous charity under attack this morning. critics say when you drop money in the salvation army's red

kettle you are supporting an organization that's anti-gay. we are joined live from u.c. berkeley where some students are raising those concerns. >> that's right, carolyn. some students say the salvation army is anti-gay so they don't want the charity on their campus and they don't want their fellow students supporting it. it's actually a push by the student senate that bans the bell ringers on the campus this holiday season. that's after they accused them of discriminating against gay and lesbians in their shelter. last summer an official with the charity told a talk show that according to scripture, gays must die. now students here want two closing donation boxes removed from in front of a campus dorm. cal students we spoke with have mixed reaction to the proposed ban. >> it doesn't mean i always send

stuff to the salvation army, we've been kind of supportive of that but i didn't know they were anti-gay or homophobic so that's makes it questionable. >> donating to the salvation army doesn't mean your prejudiced against gays and lesbians, it just means you want to help people. >> in a statement to abc7 news, the charity says, quote, the salvation army believes all people are equal, regardless of sexual orientation. we firmly oppose mistreatment of those persons. reporting live, abc7 news. thank you, career. >> yesterday afternoon in oakland on third street between broadway and frankly was the third homicide this weekend in

oakland. john alston said the shooting has raised concerns about growing crime in oakland. >> nearly four hours after the killing the victim's body was removed and oakland police opened up third street between broadway and franklin. the mid-afternoon shooting took place place a few blocks to the entrance of the square where she just attended a social event. >> i feel unsafe in oakland. there's a lot going on and i'm afraid for my children to walk by themselves. i feel it's not older, younger, no one is safe. >> the crime scene is only about four blocks from police headquarters. officers happened to be in the middle of roll call and they got here rather quickly. >> they found a man in the middle of third street who was shot to death by apparently someone who escaped in a vehicle. some residents heard the gunshots. >> i was just thinking that

noise we heard could have been gunshots it was pretty loud. then like a couple fire -- sounded like a couple firecrackers going off actually. >> they hoped to see what happened by look at surveillance from a condominium overlooking the scene. there was a seminary student from the east coast with the idea of possibly moving here. >> i'm from d.c. where in the '90s we had all kinds of acts of random violence so this is not something that would dissuade me that contemplating living in the city of oakland because i've seen the rapid turn around the district of columbia has had. >> for oakland this was the third homicide in just two days. abc7 news. oakland police are now teaming with other law enforcement agencies and a private security company to expand patrols in high crime areas. shopping districts in monte clare, piedmont, lakeshore and other areas have seen a rise in

burglaries, and muggings. they can use all the help they can get, including using patrolled armed cars. >> we see a lot of the various alarm companies driving up and down our street where we live. >> i think it will work. very good idea. pool the resources. >> oakland police are also depending on the alameda county sheriff's office, the hp and bart police to help fight the rise in crime. san jose police say last night's christmas in the park celebration was marred by the stabbing of a 14-year-old. he is in the hospital, expecting to survive cuts to his chest and arms. it's highly unusual for violence to occur at christmas in the park that attacks half a million visitors each year, and they

believe the injury to the boy is gang related and they are looking for three suspects. in san francisco officers say five men, at least one of them armed, terrorized people in a home invasion. it happened on 31 avenue between geary boulevard and lament street. a neighbor said he heard screams coming from the house. by the time officers arrived the men were gone and they got away with a number of items from the house. >> an armed man police say took too women hostage was caught by police. there was smoke of a concussion grenade fired by police into a jack in the box yesterday. very dramatic. a hostage was rushed to safety by police. the gunman's condition unknown. the incident began at 12:30 when police received a call after robbery in progress. a four hour standoff resulted. the other hostage was also

safely released. in concord a grocery store will be open today after being forced to close last night because of a small chemical smell. it happened at the mood max on monument boulevard. the fire department got a call around 4:30 yesterday afternoon about people who said their eyes were burning and they were having trouble breathing. >> of the 20 people treated at the scene no one wanted to be france ported so they were all treated and released. it went away. >> no word on what caused the ness den. the man who is charged with the missing morgan hill teenager is scheduled to return to court tomorrow to face additional kidnapping charges. they are connected to three 2009 incidents investigators say happen when they say mr. torres was 17 years old. one involved a stun gun.

torres was arrested in may for the murder based on dna evidence. last night a fundraiser was held to support ongoing efforts to find her. the ice skate event took place at sharks ice. organizers are still holding out hope for lamar's safe return. she vanished back on march 16th while walking from home to her school bus stop. the union city woman convicted of killing nursing student lee will be sentenced tomorrow. the sentence will require her to spend a minimum of 25 years in prison after an alameda county jury quirked her of first-degree murder. the nursing student went missing in may of last year and then her body was found in a remote canyon. prosecutors say esteban killed her in a rage over esteban's

san burn dino police are investigating the shoot of course a student by police. the officers were called to an off-campus dormatory about a disturbance. investigators say they confronted a male student in the dorm hallway and that he put up a fight. police say they shot him when

they feared for their own safety. one officer was checked at a hospital for gone life-threatening injuries. and a person conducted by the taliban in afghanistan was arrested. officials tell abc news it was a special operations rescue. no americans died in the raid. several taliban were killed. joseph was beaten severely and he will be rejoining his family. no word on why he was abducted. in egypt president mohamed morsi is listening and will agree to rescind some of the powers he granted himself. his extra powers were scheduled to expire this week anyway, the same date a vote would be held for a new constitution.

protesters don't want morsi removed from office but say his power grab is not the way a democracy should be run. >> i'm not accepting all the new decisions by the president morsi, and we want more equality for all egyptians, not just the muslim brotherhood. >> the muslim brotherhood is morsi's political power. he granted himself power to declare emergency laws and to not be accountable to the judiciary. venezuelan president hugo chavez will undergo surgery for cancer for the third time. chavez says he will go to cuba today for surgery. he had virgin for an unspecified type of pelvic cancer. in february he had surgery again for a tumor in the same area. he won re-election back in october. former south african president nelson mandela is said

to be comfortable had and in good care in a hospital. south african president jacob zuma visited the 94-year-old mandela who is undergoing tests for an undisclosed condition. last year he was hospitalized for a respiratory infection. mandela became president of south africa in 1994 after spending 27 years in prison while fighting racist white rulers. the stalemate over the fiscal cliff-hanger is the topic this morning on abc's" this week." they discuss another week of talks but failed to reach a compromise in tax cuts. huge cuts and increases kick in the 1st of the year if they don't make a deal. don't nice at 8:00 this morning on abc7. right here right now is meteorologist lisa argen with a preview of the accuweather

>> welcome back, everyone. thanks for getting up early and watching the abc sunday morning news. here's a live look at the golden gate bridge. today on either side of the span, the immediate side of the span, it will number the low 60s. that means in marin county and in san francisco. and so says meteorologist lisa argen who is sitting here right now to talk about what the weather will be like where you live. it's been pleasant after the rainy storm we had last time. >> and we will warm up more today. we had a high clouds yesterday, and mid-60s today common around the bay. starting out a little warmer in some areas due to the veil of thin high clouds around the bay and a wind shift as high pressure builds on in over the bay area. and that's going to allow for a sub continuance, as we call it,

and warming under the ridge and offshore flow. it is clear with the live hd. we are tracking a system that will come midweek and that will provide showers. it is a cold system so snow levels are going to lower around the bay but not a lot of moisture. right now it's cool. 36 in napa. we have 39 in concord. take a look at livermore. and mid-40s along the coast. some areas pretty chilly out there. as you look at the 24 hour temperature change, places like fremont and livermore significantly milder this morning. a degree of cooling in napa, but that's the anomaly. otherwise we are look at temperatures mainly a little warmer as you step on out. and this afternoon we are going to look for warmer conditions. this will last right on through tomorrow. not much in the way of fog. yesterday we had the east win

that keeps us cool with the wind transported from the delta but today the wind is backing off that will allow for the warm yu. than backs off and by tuesday more of an on shore push. we are talking about cool days and some showers headed our way by midweek. here's the area of high pressure. you see the rotation of the clouds over this big ridge. you have a trough along suggest everyone california. and that makes up a pretty mild afternoon from north to south. in fact there's a fire danger in southern california around san diego while we will enjoy more sunshine today as the highs continue to build and we get the north winds. as we fast forward into the we hours of wednesday morning, there's a storm system coming in from the north and this is going to spread cooler air, not a whole lot of moisture associated with it, and temperatures will drop significantly. so back to today with the warmer weather. 60s and 70s common around the bay. in fact even in fresno where

usually it's pretty darn cool this time of year, low 60s. plenty of fog to start out. low #* 70s for los angeles. take a look at these numbers. five or seven degrees above average. 63 downtown today, one of the cooler locations. otherwise we are talking mid-60s in oakland, san jose 65, 64 livermore and 65 in santa rosa. down by the monterey bay there is plenty of cloud cover right now but by the afternoon talking warmup with 66 in salinas and 64 gilroy. tomorrow to start the work week, very little change. here comes the cool down with more clouds and perhaps more rain by the overnight hours and more scattered showers on wednesday into thursday. look at the numbers drop a good ten degrees. maybe we will look for a dry day friday but looks like the weekend could be wet again. we will have to see as it gets closer. >> keep an eye on that.

an nfl player. abc news reporter chuck southeast son has the details. >> early saturday morning josh brent was speeding on a service road in a dallas suburb when his car hit a curb and flipped. >> when our officers arrived on scene, mr. brent was removing or dragging mr. brown from the vehicle. i should also point out that the vehicle actually did catch on fire. >> the passenger, brent's cowboys's teammate, 25-year-old jerry brown, was pronounced dead at the hospital. brent was initially arrested on suspicion of drunk driving after failing a sobriety test and of a brown died the charge was updated to intoxication manslaughter. cowboys owner jerry jones issued a statement saying we are deeply sad end by the news of this accident and the passing of jerry brown. at this time our hearts and prayers and deepest sympathies are with the members of jerry's family and all of those who knew him and loved him. incident comes one week after

kansas city chief's linebacker killed his girlfriend and then took his own life at the team's practice facility. a newly released video taken hours before the murder-suicide showed police responding to a 911 call and finding belcher pass the out in his bentley after reportedly being out drinking with another woman. brent is being held without bond. the cowboys will play cincinnati sunday as scheduled. abc news, new york. >> state lawmakers are deciding how to dole out money to help schools become more energy efficient. capitolled correspondent nannette miranda has more on what's happening. >> we want to be first in line, somehow, some way. >> this principal is pleading his case to give his campus some of the new energy retrofit money. 73% of the schools are more than 25 years old and in need of the funding badly to upgrade or

replace windows, in efficient lighting and old air conditioning and heating systems. >> if we can look at energy efficient sis then you are having year over year over year and in the long run you will have more money available for those things you need. >> the costs are staggering. more than 10,000 public schools in california together spend $700 million a year on energy. that's how much they spend on all books and supplies. thanks to voters who overwhelmingly approved proposition 39 last month, disadvantaged schools will now be able to pay for energy retro fits. proposition 39 closes a tax loophole that mostly benefited out-of-state corporations. it's a billion dollars a year funding boost for the state. half goes to the general fund and the other half to the energy needs of schools which could mean no more putty around the window sil. >> the old putty has been there forever. >> or single pain windows that make the classrooms saunas in

the summer and freezers in the winter. it hinders learning. >> as kids go from classroom to classroom they experience the same situation and after three or four hours of that it's hard for them to focus. >> lawmakers just introduced measures to get project moneys out the door by next summer. retrofitting is expected to cut energy costs at least 30%. >> we want to give them great, new energy efficiency and clean energy technologies and bring our schools up to the 21st century. when the upgrading is done, the $4 billion goes to the state's general fund. in sacramento, nannette miranda, abc7 news. officials are hoping san francisco cable cars will be running today without any more problems. a series of glitches forced closers the past two days. service was shut down friday and after repairs were made to the cables service resumed yesterday morning. but then around 8:30 the powell mason and powell high lines went

the beach was privately owned so the local government agencies refused to remove the decomposing dark cuss so yesterday the local homeowners associate hired a tugboat to tow the whale about 20 miles from shore. coming up next, a story you will only see on abc7 news. the new mobile app that could make your search for parking easier just in time for your holiday parking. and here's a live look from our emeryville cam looking toward the city. the gorgeous weather that we've been enjoying lately will continue, at least for the first half of the week. lisa argen will have your forecast in just a few minutes.

company street lean spent years developing this censor. it detectives if a parking space is empty. san francisco started installing them two years ago and now san mateo has partnered with cisco to roll them out along with a free mobile map called parker. >> it's not they can't find parking, eats simply they don't know where it is. >> parking ahead. >> it's makers say it could reduce traffic. >> when you can take people's parking time from 20 minutes to 5 minutes, you are going to dramatically reduce the number of cars on the street. >> city officials think it's a good investment for taxpayers. >> it's much cheaper to efficiently manage your existing parking inventory than building new spaces and new facilities. installing one of these is as simple as drilling a hole and dropping it in. they are wireless but unlike your cell own the batly life in these are measured in years, not hours. >> that's why cisco said this is

>> and so the next time we might get some rain where we really need to pinpoint it like that is later this week perhaps? >> that's right. in fact, before then we are looking at a warmup. it started yesterday in some parts of the bay area. as we head outside now it's windy. you see from our camera here shaking on top, and we are look at those northerly winds taking over at the surface already. that's inhibiting the fog development out there. later on today the north winds allowing for temperatures to climb into the 60s all throughout the day. so live doppler 7hd not picking up any precipitation right now. in fact, we are dry. and the winds, with that offshore component, inhibiting that fog development. will we do have a then veil of higher clouds around and that's what's keeping the temperatures up from the upper 40s to about 50. san jose, san francisco. 46 in half moon bay with a cool 36 in napa. got upper 30s again in

concord, but overall the warming has begun from livermore to fremont. temperatures have not been allowed to drop. and, in fact, we are looking at about nine degrees warmer at the coast this morning. so as you head on out, certainly chilly and with a few areas of fog this morning with looks like basically much of that confined in the san joaquin valley and through the delta. in fact where we usually get that eacherly breeze and that fog, that is being shut off by a northeasterly win. the next couple days featuring warmer weather today and tomorrow and the cool down coming our way on tuesday as the wind shifts to an on shore component and the rain arrives by thursday. here's a look at the numbers today. everyone in the 60s. mid-60s. san francisco only has 63, but still with your average high at 58, that's five degrees above average. north end of the bay, 8 degrees above the average, as well as oakland from 65. you average 67. so notice that the numbers today

and tomorrow really are going to stay this way. in fact, we could see a couple 70-degree readings by monday. so here's the setup. we have high pressure off the coast, about you it tense to build into the eastern pacific, and as it does, that's our wind shift. we are looking at the trough. an area of low pressure in southern california. so as the high and the low get set in these positions, that is allowing for sunshine and warmer conditions. here's a look at what you can expect overnight tuesday night into wednesday and that's the beginning of a system moving in from the north. that's a colder system. not a lot of moisture associated it. but it will bring the temperatures down a good ten degrees. today with plenty of 60s from sacramento to fresno, 70s in palm springs. a warmer day for most and we will look for numbers around the bay. low 60s for vallejo. 62 richmond, and mid-60s for santa rosa, san jose and

livermore at 64. cloudy skies around the monterey bay right now. if you are headed down to watsonville, no day there with the tree lighting later this afternoon. numbers should be in the low 60s and the sunset sunday celebration, and, of course, the 49ers today in the mid-60s, under plenty of sunshine. another nice day tomorrow. cooling tuesday and rain, scattered showers we will call it wednesday and could linger into thursday and maybe rain into next weekend. if we do so that it looks like colder systems and that could bring more sierra snow. we will see. >> i know they would love it up there. thank you, lisa. if you are traveling, eats usually good advice to take underwear and toiletries in your carry on in case your luggage gets lots. that's usually good advice. here's michael finney with problem involved. >> if you ask me what to pack in the carry on bags, i would say those things you can't do without. good advice usually.

naples to the train station in rome. it happens so she put in a bill for her costs. >> underwear, a sweater, a jacket, and we had to buy a bus ticket from there to the naples airport and cab fair to the train station. >> and what did she bill the airline? less than $70. >> it didn't come, it didn't come, it didn't come, so finally i decided, okay, 7 on your side is going to be my way of getting my money back. so i did contact 7 on your side and i was called back. he contacted the airlines and finally five months later i finally got a check. >> we were happy to make contact and sandy was happy to have her money. she says it wasn't all that much. still, she had a rightful claim. >> it wasn't that much, but it was, you know, the principle of it. i would definitely, if i had a
